TEV states that approximately 45 new scholarship recipients are selected each year and that the overall scholarship value for a two-year programme averages around €25,000, funded equally by TEV and DAAD.
What is the TEV–DAAD Germany Scholarship?
The TEV–DAAD scholarship has been jointly offered by TEV and DAAD since 1998 to support Turkish students pursuing postgraduate education in Germany.
You can use the scholarship for:
- a full Master’s degree in Germany, or
- part of a joint German–Turkish Master’s programme.
Your programme must be offered by a state or state-recognised German university.
How much funding do you receive?
The current DAAD scholarship database lists: €992 per month
In addition, the DAAD programme information includes:
- health insurance
- accident insurance
- personal liability insurance
- travel allowance, unless your travel costs are already covered elsewhere
- possible monthly rent subsidy under certain circumstances.
DAAD may also fund a preparatory German-language course before your studies. The minimum course length is two months where such funding is awarded, and participation is compulsory if your degree programme is taught in German.
TEV separately describes the average support for a two-year scholarship as approximately €25,000, with 50% financed by TEV and 50% by DAAD.
Is tuition covered by the TEV–DAAD Scholarship?
No, not if your chosen degree programme charges tuition fees.
TEV explicitly states that if you choose a programme with a tuition fee, that tuition is not covered by the scholarship.
This makes it especially important to check whether your chosen German university charges:
- tuition fees
- programme-specific fees
- semester contributions.
Semester contributions are different from tuition and should be checked directly with the university.
How long does the scholarship last?
TEV states that funding generally lasts: 9 to 24 months depending on the duration of your MBA, MSc, MA, MPhil or equivalent programme.
The DAAD scholarship database describes the broader funding duration as one to two years.
Who can apply for the TEV–DAAD Scholarship?
You must meet several specific requirements.
You need to:
- be a Turkish citizen
- be under 35 years old as of 1 January
- hold, or be completing, a Bachelor’s degree from a YÖK-affiliated university operating within Türkiye
- have at least 3.0/4.0 or 76.5/100
- demonstrate the language proficiency required for your intended Master’s programme.
The programme is therefore not open to applicants of all nationalities.
Can I apply if I am not a Turkish citizen?
No. The current TEV eligibility rules explicitly require Turkish citizenship.
If you are not a Turkish citizen, you should instead look at other DAAD Master’s scholarships or university-specific scholarships in Germany.
Do I need a minimum GPA?
Yes. You need at least: 3.0 out of 4.0 or 76.5 out of 100 according to the current TEV eligibility criteria.
Meeting the minimum does not guarantee selection.
DAAD also states that academic achievement is one of the main selection criteria.
What subjects are eligible?
Most fields are eligible.
The current TEV call includes:
All fields except medicine and performing arts.
This can include fields such as:
- engineering
- computer science
- business
- economics
- social sciences
- natural sciences
- humanities
- law.
You should still make sure your chosen programme meets the university and scholarship requirements.
Do I need university admission before applying for the scholarship?
No. You do not need to already have a German university acceptance letter when you submit your initial scholarship application.
However, applying to German universities and securing admission is your own responsibility.
TEV states that you must upload your admission letters to the application portal as they become available during the scholarship selection process.
Successful scholarship recipients are expected to provide their admission letter by around the end of August, or contact TEV if it has not yet arrived.
When do I need to start my Master’s in Germany?
To use the current scholarship, you must begin your studies in: Winter Semester 2027
TEV explicitly states that scholarship recipients must start studying in Germany during the 2027 Fall/Winter Semester.
This resolves the intake uncertainty in the shorter English TEV overview.
What are the English language requirements?
You need to demonstrate sufficient English or German proficiency depending on your intended Master’s programme.
The current TEV page lists examples such as:
- IELTS Academic: 6.5
- TOEIC: 800
- PTE Academic: 58
- an accepted TOEFL iBT result.
The current TEV webpage contains an apparent formatting issue around the TOEFL number, so you should verify the required TOEFL score directly in the TEV portal before applying.
If your entire Bachelor’s degree was taught 100% in English and you are applying to an English-taught Master’s programme, TEV states that you may not need to submit an additional language certificate, provided the German university also accepts this proof.
What if my Master’s is taught in German?
You need to meet the language requirements of your chosen German university.
TEV lists accepted examples including:
- TestDaF
- DSH
- Goethe certificates
- telc
- Ă–SD
- DSD.
For the scholarship application itself, TEV may also accept certain B2/C1 Goethe or telc certificates, but the final university language requirement remains your responsibility.
Do I need to return to TĂĽrkiye after graduation?
This is one of the most important conditions of the scholarship.
For scholarship recipients who go abroad from September–October 2024 onward, TEV states that you can avoid repayment if you:
return to Türkiye no later than two years after completing your Master’s
remain in Türkiye for a period equal to twice the duration of your Master’s studies
If you do not fulfil this return condition, TEV states that you must repay only the portion of the scholarship funded by TEV.
Is the whole TEV–DAAD scholarship repayable?
No. The DAAD-funded half is not described as repayable.
The repayment condition applies to the TEV-funded portion if you do not satisfy the post-study return requirement.
This is an important distinction from a completely non-repayable scholarship.
What documents do you need?
The current TEV application requires several documents.
You should prepare:
- TEV online application form
- DAAD application form
- university admission letters, if already available
- CV in English, preferably one page
- transcript in English
- Bachelor’s diploma or graduation certificate, if already graduated
- two reference letters in English from academics who know you
- English or German language certificate
- GRE or GMAT where relevant to your chosen programme
- Turkish population-registration document
- copy of your Turkish ID card
- documents showing your family’s financial situation.
TEV states that documents such as the language certificate and reference letters must be uploaded by the deadline.
Documents sent by email after applications close are not accepted.
Do I need two recommendation letters?
Yes. You need two English-language reference letters from academic staff members who know you.
You can either:
- upload the letters yourself, or
- enter your professors’ contact details so they can upload the letters directly using a TEV link.
You are responsible for making sure both references reach the system before the deadline.
How are applicants selected?
Completed applications are first reviewed by independent academic committees relevant to each applicant’s field.
Shortlisted candidates are then invited to an in-person interview.
TEV states that applicants invited to the interview are responsible for their own travel and accommodation costs.
DAAD identifies the main selection criteria as:
- academic achievement
- convincing academic reasons for studying in Germany
- convincing personal motivation for the planned study project.
